The best Minecraft city servers we could confirm as active in October 2026 are EcoCityCraft for a job-and-shop economy, DemocracyCraft and CityRP for elected governments and courts, Harlon for a polished city-roleplay world with working trains, and HelloMiners for player-run cities and a real-estate market. Which one is right depends on whether you want to run a shop, hold an office, or just own a plot and build.
"City server" is a loose tag, and directory pages mix everything together. This list is short on purpose: every server below was checked on its own website, and where a fact (like the Java version) isn't stated there, the table says "not stated" rather than guessing. We don't quote player counts, because we didn't measure any.
The three flavours of Minecraft city server
- Economy city. You earn a currency from jobs, sell through chest shops and work up to owning a protected town. EcoCityCraft is the example here.
- Government and city roleplay. Laws, elections, courts, companies and licensed jobs. DemocracyCraft, CityRP, Harlon and HelloMiners all lean this way, in different amounts.
- Plot or citybuild. Minehut describes citybuild servers as combining creative-style building with light progression: you claim a plot in a shared city grid, build a house or shop, and grow a city with other players, with job systems (miner, farmer, builder, hunter) that earn coins and rentable storefronts. Many use a command like
/plot autoto claim a plot. This is the lightest of the three, and we haven't confirmed any specific Minehut citybuild server, so none is named here.
EcoCityCraft: the economy city
EcoCityCraft says it has run since 2011, and its site shows a 2026 copyright with an active shop, forum, wiki and map. The Java address shown is web.ecc.eco; the Minecraft version isn't stated on the pages we read.
The loop is economic. The currency is EcoDollars, you join a job with /jobsinfo and earn as you play, and chest shops unlock from the Builder rank. You set your own prices, but only where you have building permission, and resource worlds can't host shops. A web tool, ShopDB, lets you search player shops. Progression runs Builder, then Resident, then Mayor, and a Mayor application (which costs EcoDollars) creates a protected town with membership controls. Check the current requirements before applying.
Strength: the clearest path from first job to owning a town. Weakness: no elected government is described on its site, so roleplay depth is low. It's free to join, with optional store upgrades such as jobs income bonuses. It also publishes a separate Bedrock connection guide, but this list is about Java.
DemocracyCraft: the government simulator
DemocracyCraft's forum was busy in October 2026: Congress and Courts boards with roughly 2,000 and 1,700 threads respectively, an "Elections & Referendums" board with a "Presidential Elections - October 2026" thread, court cases tagged 2026, and department applications for things like the Federal Reserve Bank and Bar Association.
Its official welcome guide (last edited in 2023, so treat details as possibly dated) describes a three-branch government: a House and Senate, an elected president and vice president with an appointed cabinet, and courts under a constitution. Anyone can run for a seat except judges and cabinet members. Money comes from being hired by a company, selling through player-owned chest shops, starting a business, real estate or auctions. Trade and professional jobs are unlocked by /university exams, while government jobs need a forum application. Players rent and own plots, which the guide calls regions, in the city and the wilderness; regioning usually needs staff help, and city buildings are subject to inspectors. Griefing is allowed in the wilderness unless your base is protected.
A server-list directory (not DemocracyCraft's own site) lists play.democracycraft.net on Java, version 26.3. Strength: the deepest politics on this list. Weakness: it is a lot of forum and rules to learn before you build anything.
HelloMiners: player-run cities and a property market
HelloMiners describes itself as "a modern city roleplay and economy server" with cities built and operated by its community, established in 2011. It also bills itself as the oldest economy server in Minecraft; that is its own claim, and EcoCityCraft also says it started in 2011, so we won't rank either on age.
Its forum was active in late October 2026, with event posts, evictions and real-estate auctions in September and October. The board structure shows a market (auctions, advertising, real estate), an economy section (jobs, companies, government) and a cities section with applications and evictions, covering both government and private cities. We couldn't find its Java version or join address on the pages we read, so check its Getting Started page. Strength: a live property market. Weakness: we couldn't confirm the technical details a new player needs.
Harlon: city roleplay with real transport
Harlon opened to the public on 14 December 2019 and launched a new world on 17 July 2021. Its site was live in October 2026, promoting a national railway opening. The style is city roleplay with 3D trains, buses, cars and bikes, high-quality builds, a few minigames and a currency called the Harlonian Pound.
The Java address is play.harlonserver.net, and the site states Minecraft 1.20.4 with Optifine, plus resource packs for the vehicles. That is an older client, so it's a real catch if you normally play the newest release. Ranks run Guest, Resident (pass a rules test) and Citizen (4 hours of playtime), and only Citizens vote or run in general and presidential elections. Parliament sits on Discord and government departments hire.
Each player starts with £2000, earns £10 per 15 minutes active and £40 per vote. Residents get a free public housing unit and can rent or buy properties and shops through signs, use chest shops and buy land for crops. Jobs include running trains, government posts and player businesses. It's free to play. Strength: polish and a gentle start. Weakness: pinned to 1.20.4.
CityRP: Parliament, courts and ministries
CityRP, set in the Azalea Isles, had a lively forum in October 2026: Parliament bills (including a "Plot Liens Act"), 2026 court cases, a Parliament by-election in September, and ministries such as Urban Development (building inspections) and Economic Affairs (tenders, grants, auctions, business registration). There is a shop and rental registry and district mayors. A directory listing, not CityRP's own site, gives play.cityrp.org and version 26.2.
The directory describes trade jobs and quests, businesses, crime, custom vehicles and foods, gangs competing for outposts and a police force. Strength: government with consequences, since crime and law both exist. Weakness: we couldn't verify the version or address on its own pages.
Servers like EcoCityCraft
If you like EcoCityCraft's jobs and chest shops, the closest matches here are HelloMiners, which also centres on economy and cities, and Harlon, where you can rent or buy shops and use chest shops. For plain economy servers beyond the city format, see our best economy servers list.
Servers like DemocracyCraft
If elections and courts are the draw, CityRP is the nearest match, with a Parliament, courts and ministries. Harlon adds elections gated by playtime, and HelloMiners has government cities. If you want politics on a bigger map with nations instead of cities, try servers like EarthMC and our Towny servers list. For a historical setting, there's the medieval servers list.
Comparison table
| Server | Status (Oct 2026) | Style | Plots | Economy | Roleplay depth | Java version |
|---|---|---|---|---|---|---|
| EcoCityCraft | Active site | Economy city | Protected town via Mayor rank | EcoDollars, jobs, chest shops | Low | Not stated |
| DemocracyCraft | Active forum | Government roleplay | Rented or owned regions | Companies, shops, auctions | Very high | 26.3, per a directory |
| HelloMiners | Active forum | City roleplay and economy | Real-estate auctions, evictions | Jobs, companies, real estate | Medium | Not stated |
| Harlon | Active site | City roleplay, transport | Free housing unit, rent or buy | Pounds, jobs, shops | High | 1.20.4 with Optifine |
| CityRP | Active forum | Government roleplay | Shop and rental registry | Businesses, tenders, auctions | Very high | 26.2, per a directory |
"Active" means we saw recent posts or news on the server's own site; it is not a player count. Roleplay depth is our own judgement from how much government each site describes.
How to choose
- Want to make money and own a town? EcoCityCraft.
- Want to hold office or argue in court? DemocracyCraft or CityRP.
- Want a world that looks lived in, with trains? Harlon, if you can run 1.20.4.
- Want to buy and rent property? HelloMiners.
- Just want a plot to build on? A generic citybuild server will be lighter than any of these.
FAQ
Are Minecraft city servers free?
EcoCityCraft and Harlon are free to join according to their own sites, with optional store items. We didn't check pricing elsewhere.
Do I need mods?
Harlon needs Optifine and its resource packs for vehicles. The other sites we read didn't state a mod requirement.
Are city servers Java or Bedrock?
This list is about Java. EcoCityCraft also publishes a Bedrock guide; we didn't check Bedrock support elsewhere.
Is the version on a directory reliable?
Treat it as a hint. Directory versions for DemocracyCraft and CityRP weren't on the servers' own pages, so confirm before you install anything. For background on where these servers came from, see the history of Minecraft servers.
Where MCRPG fits (coming soon)
MCRPG (coming soon) isn't a roleplay server, and it describes no elections or courts. What it shares with this list is player-founded settlements: its settlements guide covers gold-funded claims, a tier ladder, rentable parcels and a city treasury with sales tax, and its economy guide explains the single gold ledger behind it. If owning and running a town matters to you, read those two pages.
